Sinds de introductie ervan in december 2003 is er veel gediscussieerd over OPM3. De meningen over dit Organizational Project Management Maturity Model variëren van zinloos tot een geweldig model om projectmanagement naar een hoger niveau te tillen. In dit artikel wordt op een praktische manier beschreven hoe OPM3 als hulpmiddel gebruikt kan worden bij het definiëren en implementeren van portfoliomanagementprocessen. Daarbij is het goed om even in herinnering te roepen dat het model geïntroduceerd werd nog voor de vaststelling van de Portfolio Management Standard. Een van de grootste verbeteringen in de volgende versie van OPM3 wordt dan ook de afstemming ervan op deze portfoliomanagmentstandaard. Ik begin met een toelichting op de belangrijkste aspecten van OPM3 en leg vervolgens uit wat vanuit dit meetmodel onder portfoliomanagement verstaan wordt. Daarna geef ik een overzicht van een aantal mogelijke maten om de gezondheid van uw portfolio aan af te meten. Figuur 1. De opbouw van het meetsysteem OPM3. HOE OPM3 WERKT OPM3 is niets anders dan een meetsysteem. Het verschaft u een groot aantal Key Performance Indicators (KPI s) waaruit u alleen maar die indicatoren hoeft te kiezen die passen bij de situatie van uw organisatie. Op het hoogste niveau telt OPM3 660 Best Practices op projectmanagementgebied. Iedere Best Practice bestaat uit een aantal Capabilities, bekwaamheden die een organisatie één of meer Outcomes (resultaten) oplevert. Voor die resultaten worden vervolgens de KPI s gedefinieerd, waaraan de prestaties van organisaties daadwerkelijk kunnen worden afgemeten. Aan de selectie van de voor uw organisatie relevante KPI s kunt u afmeten waar uw organisatie staat wat betreft de kwaliteit van het projectmanagement en wat u op dat gebied nog kan verbeteren. Daartoe standaardiseert u de geselecteerde KPI s voor de gehele organisatie en bepaalt u de grenswaarden voor het prestatieniveau dat u ambieert. Zo beschikt u over de juiste beheersinstrumenten om de volwassenheid van het projectmanagement binnen uw organisatie op een consistente manier te meten en te optimaliseren. Dat klinkt eenvoudig en dat is het ook, als het model op de juiste manier wordt toegepast. Ralf Friedrich, PMP, ACC, was de programmamanager voor de eerste uitgave van OPM3 in december Sindsdien leidde hij diverse grote OPM3-projecten. Inmiddels werkt hij als senior trainer and coach bij IIL, waar hij interne projectmanagers en projectteams ondersteunt bij het implementeren van het model. DEFINITIE PORTFOLIOMANAGEMENT Portfoliomanagement wordt in Appendix I van de OPM3 Standaard gedefinieerd als een proces van Inputs, tools & techniques, controls and outputs. Hetzelfde projectmanagementproces dus, zoals omschreven in 37

2 de PMBOK Guide 2000, met andere ITTO s (Input, Tools, Best Practices uit de OPM3 Standaard (Appendix F) op Techniques, Outputs) en beheersinstrumenten. Het het gebied van portfoliomanagement. Het geeft u een belangrijkste verschil zit in de beheers- en besturingsinstrumenten die het mogelijk maken om het proces aan projecten met behulp van OPM3 geïmplementeerd beeld van wat er voor het managen van een portfolio effectief te meten. Hieronder een overzicht van veertien moet worden. BP Identifier 5170 BP Title Use Common Project Language. BP Description The organization uses a common language to describe project activities and deliverables. Possible KPI s The organization defined a common glossary on project management terms. Comments Easy to implement and provides great value for the organization. This Best Practice is my personal number 1. It is easy to implement and helps to improve communication and standardization across all project stakeholders. It is the basis for many other improvements. BP Identifier 5180 BP Title Educate Executives. BP Description The organization educates its executives on the benefits of project management. Possible KPI s - Hours of annual executive training organized. - Numbers of executives trained. - Percentage of executives trained. Comments My personal number 2. Today many executives never received any project management training in their professional lives. Projects were managed without the application of modern project management tools and techniques. Deepen the understanding and awareness helps to accelerate the implementation of organizational project management. BP Identifier 5200 BP Title Provide Project Management Training. BP Description The organization provides project management training appropriate for all roles within the project hierarchy. Possible KPI s - Percentage of project team members trained. - Number of different of certified project managers. - Ratio between trained versus untrained project team members. Comments The range of implementation varies from easy to moderate. A quick start would be to train only project team members of important projects. An efficient way is to train all project staff. BP Identifier 5270 BP Title Integrate Project Management Methodology with Organizational Processes. BP Description Integration with strategic, operational and tactical processes. Possible KPI s Common KPI s such as planned resources, value generated, in the strategic, operational and tactical processes. Comments Difficult to implement as this requires a good tool support and an organizational change. Once implemented, the value will be huge. BP Identifier 5380 BP Title Establish and Use Fundamental Project Management Values. BP Description Develop a fundamental set of values that guide the organization in all aspects of project management. Possible KPI s A policy document stating the project management core values. Alignment of each project on the values. Comments Moderate implementation as it is not enough to just publish the fundamental project management values. It requires that every project has to measure how much the project is aligned towards the values. 38

3 BP Identifier 5460 BP Title Accept Project Prioritization. BP Description By Sponsors, Project Managers, Managers and Customers. It allows efficient and effective allocation of resources. Possible KPI s All stakeholders work to the same project prioritization list. Comments Difficult to implement, but necessary to reduce waste and increase the value of the portfolio. Requires a lot of influencing skills of the portfolio manager. BP Identifier 5530 BP Title Reallocate Resources Efficiently. BP Description The organization efficiently redeploys resources from projects that have been terminated to other projects. The redeployments are consistent with the organization s strategic priorities. Possible KPI s Hours spent in transition between projects. Comments Difficult to implement as it requires a good tool and consistent management of resources across projects. BP Identifier 5540 BP Title Plan Portfolio. BP Description The portfolio manager integrates all project plans into a portfolio plan. Possible KPI s Number of projects in the portfolio versus number of projects in the organization. Comments Easy to implement from a process perspective and difficult from a project managers perspective. Some project managers see this as a kind of unnecessary supervison. On the other hand it helps to standardize the planning and estimating as well as the information distribution. BP Identifier 5620 BP Title Establish Career Path for All Project-related Resources. BP Description The organization has progressive career paths for project-related roles. Possible KPI s - Organizational policy on project management career paths. - Number of established career paths. - Number of staff in the different project management career paths versus number of staff assigned on projects. Comments Difficult to implement as the organization has to define the different levels of project management and align these with the functional organization. Then project managers have to be assessed, e.g. through a competency model (see also best practice 6120). Then the number of staff in every career needs to be defined and finally developed. Once this best practice has been achieved, project management is perceived as a profession and many more things are possible from this level of awareness. This Best Practice is my personal number 4. BP Identifier 6100 BP Title Provide Real-Time Project Performance Reports. BP Description The organization provides a system that reports historic, real-time indicators of how projects, programs and portfolios are performing. Data is compared relative to plans, current baselines, and criteria for success. Possible KPI s Have standard, online reporting tools for projects (such as Earned Value Management) that can be summarized and benchmarked across projects. Comments Difficult to implement, but very valuable. Once this Best Practice has been implemented, the organization has the capacity to initiate preventive actions early and to show project progress to all stakeholders. A colleague of mine completed recently a project 3.9 millions under budget thanks to such a system. This is my personal number 5. 39

4 BP Identifier 6120 BP Title Assess Competency of Key Project Resources. BP Description The organization has a formal assessment process to measure the competency levels of project personnel. A competency model for the organization has been defined Possible KPI s Project personnel is regularly assessed against the competency model. Comments Having a competency model and knowing exactly where the strengths of the organization are in the areas of competencies provides a driver for making sure the right skills will be available to implement the organizational strategy. Also, project staff competency development plans can be developed or the right people can be recruited for new projects. Also, the effectiveness of training can be measured indirectly using the model. This Best Practice is my personal number 3. BP Identifier 6150 BP Title Measure Strategic Alignment. BP Description Evaluate resources applied to projects and support corporate strategy with the importance of the strategy of the organization. Possible KPI s For every project and program a strategic alignment factor is calculated and published. Comments Difficult to implement, as what should be measured and then stick to the metrics. A way to do this is to create a matrix listing on one axis the projects and programs and on the other axis the strategic key performance indicators. Then each project and program is assessed against the strategic performance indicators. This assessment should be repeated for every project at the end of every phase. BP Identifier 6190 BP Title Use Integrated Project Management Tools. BP Description Ttools that are integrated with other corporate systems to provide a project view of the organization. Possible KPI s Number of redundant, manual input. Comments Difficult to implement, but necessary. Once an organization starts to measure performance, then the data input needs to be easy and straightforward for staff members. If people are asked to report their time in three different systems, then their motivation will be low and the data flawed. BP Identifier 6990 BP Title Incorporate Lessons Learned into Project Management Approach. BP Description Lessons learned from projects, programs, and portfolio into their organizational project management processes. Lessons learned based on performance data is used as a basis for lessons learned. Possible KPI s All new projects or projects starting in their next phase consolidate the lessons database. Comments Difficult to implement without a tool. Lessons learned are very valuable, if they are captured in a way that other project teams can reuse the information. Therefore Lessons Learned should be implemented within a project first at the end of each phase and then cascaded across projects. 41

5 PORTFOLIO MANAGEN MET OPM3 Het Organizational Project Management Maturity Model is niet alleen een hulpmiddel om de volwassenheid van het projectmanagement binnen organisaties te meten. Het helpt ook bij het identificeren van een routekaart voor het succesvol implementeren en uitvoeren van portfoliomanagement. Met behulp van OPM3-assessments kan in de beginfasen van het portfolio-implementatietraject het laaghangend fruit gevonden worden en de juiste volgorde van de processtappen worden vastgesteld. Op basis van de geselecteerde KPI s worden vervolgens de effectiviteit en efficiëntie van het portfoliomanagmentproces gecontroleerd. Een tip. Als iedere Best Practice een Key Performance Indicator oplevert en de prestaties daarop continu worden gemeten, wordt op die manier een portfoliocockpit opgebouwd. Gebeurt dat vanuit de aanname dat project-, programma- en portfolioprocessen met dezelfde KPI s als richtlijn bestuurd kunnen worden, dan heeft de organisatie hiermee de beschikking over een integraal prestatiemeetinstrument voor haar projectmanagement. Stelt u zich eens voor. U komt op uw werk, zet uw computer aan en haalt een kop koffie. Bij terugkomst op uw werkplek toont uw beeldscherm alle informatie over de prestaties van uw projecten wat betreft hun bijdrage aan de realisatie van uw bedrijfsstrategie. U weet dat die informatie correct is en kunt op basis daarvan snel adequate acties ondernemen om de prestaties te verbeteren. Zou dat niet prettig zijn? OPM3 stelt u in staat om deze droom te verwezenlijken. In dit artikel heb ik uitgelegd hoe OPM3 werkt en gestructureerd is, dat het model ook aandacht besteed aan portfoliomanagement. Aan de hand van veertien Best Practices op dit gebied heeft u een beeld gekregen van hoe OPM3 ingezet kan worden als hulpmiddel bij de implementatie en uitvoering van portfoliomanagement. Op basis van mijn ervaring ben ik de mening toegedaan dat OPM3 hiervoor een krachtig instrument is. Als het meetsysteem op de juiste manier wordt geïmplementeerd en toegepast, draagt het snel bij aan prestatieverbeteringen in zowel het project-, programma- als portfoliomanagement van de organisatie. Maar het kan ook compleet misgaan, als het projectteam dat verantwoordelijk is voor OPM3 niet naar de geest van het model handelt en dit naar de letter probeert te implementeren. 42
